Damage varies in Alabama

"It's very difficult to determine damage yet," Gov. Bob Riley said Monday just hours after Katrina moved ashore in Louisiana and Mississippi with 135-mph winds, an ocean surge that buried parts of Mobile and Baldwin counties and flooding rain possibly as far north as the Shoals.

Jim Stefkovich, meteorologist in charge of the National Weather Service in Birmingham, said flooding may occur along the western half of Alabama as far north as Florence.

He said rainfall could be three inches to six inches with eight inches
possible into the Tennessee Valley.

Hundreds of thousands in Alabama, mostly in Mobile and Baldwin counties, were left without electric power from the storm, but the extent of power outages won't be known until a diminished Katrina moves on.

Riley declared a state of emergency in six counties — Mobile, Baldwin, Washington, Clarke, Choctaw and Sumter — but said other counties could be added depending on damage from the storm as it moved up the length of Mississippi.

"Any time you have sustained winds you're going to have damage," Riley said.

Bruce Baughman, director of the Alabama Emergency Management Agency, said relief supplies including water, food and relief teams were ready to be
moved to provide assistance. Emergency assistance is available for public services and roads, officials said.

Baughman said emergency supplies and assistance would be given to any county needing them following the storm, particularly where widespread electric outages occurred.

"If we need additional counties (included in the disaster declaration) we will include them," Riley said.

A federal disaster declaration in the six counties opens up numerous
federal resources to state, county or municipal governments for building and road repair and debris removal. Riley said a request for individual disaster assistance declaration has been made.

President Bush declared the six Alabama counties and counties in Louisiana and Mississippi federal disaster areas. "These declarations will allow for the resources of the federal government to quickly begin assisting state and local efforts to compensate for losses experienced from this storm," U.S. Sen. Richard Shelby, R-Ala., said.

In addition, the Red Cross and the Department of Human Resources are providing shelter to storm victims, especially of flooding. "We are
prepared to house people for an extended period," said Laura Howe of the American Red Cross.

As many as 8,400 people were in either Red Cross or county shelters as of noon Monday, said Howe and Charles Johnson, director of emergency welfare services for the Department of Human Resources.

Alabama Power Co. and Rural Electric Cooperative officials said more than 240,000 customers were without power Monday, most of them in southwest Alabama.

They advised residents not to attempt to clear power lines from downed trees or other debris because the lines may still carry dangerous current.

State Health Officer Don Williamson said anyone who loses power for more than a day should discard thawed food unless it still contains ice crystals. "If you're not sure it's safe, throw it out," he said.

Williamson said auxiliary generators should be used only outdoors o avoid carbon monoxide poisoning. In addition, he said, chain saws are dangerous and cause most post-storm injuries.

Attorney General Troy King vowed prosecution of unscrupulous contractors and businesses that charge higher-than-normal prices for goods and services because of the storm.

"We will not allow price gouging in Alabama," Riley said at his news conference.

Alabama National Guard Adjutant Gen. Mark Bowen said nearly 285 military police men and women and 500 National Guard engineers were being sent to storm-damaged areas.
